¶ 1. (C / NF) SUMMARY. Although PM Berlusconi has a strong parliamentary majority, no one is yet willing to include its political purpose. A growing list of scandals, health problems and adverse rulings have weakened and led some former allies of Berlusconi to start their bets on his political longevity. In a sour political environment, talk about conspiracy theories or triumphs are often the real political debate and diverts the Berlusconi government from carrying out, or even developing a coherent policy agenda. END SUMMARY. PESA private matters about Berlusconi

¶ 2. (SBU) After a long hot spring and summer of personal and professional scandals, PM Berlusconi, on his return from the August pause briefly appeared rejuvenated by a G8 summit of success and popularity has continued with its base. However, the first of many blows fell on October 7, when a civil court ruled that the Berlusconi family and society peak Finnivest, must pay a rival company Euro 750 million for damages suffered as a result of corruption of a judge which was to issue a decision that involves both companies. Two days later, the Italian Constitutional Court has concluded that one of the acts of the Berlusconi government, one of the first pieces of legislation, a law of 2008 which refers to the criminal investigations against Berlusconi and other senior officials, was unconstitutional (Reftele). As a result, the Italian magistrates have, once again, taken on a number of criminal cases against Berlusconi's long-standing, with a prosecution, to resume Nov. 1.

¶ 3. (C / NF) XXXXXXXXXXXX Two officials in separate conversations with the Embassy, the Prime Minister recently described in terms strikingly similar. XXXXXXXXXXXX the ambassador said October 23 that Berlusconi is a psychologically and politically weak, â €? describing Berlusconi as hyperactive as usual â € œnot energetic.â €? XXXXXXXXXXXX said an embassy political officer on October 22 that, â € œwe are all concerned about his health, â €? noting that Berlusconi has fainted three times in public in recent years and that his medical tests have returned to full Oea Aug. € €? Berlusconi said XXXXXXXXXXXX € ™ s often until late at night and the propensity for the party hard to say that not getting enough rest. The Italian press reported that on October 27 Berlusconi has a mild form of scarlet fever, which he reportedly contracted by his nephew. (Note: Berlusconi briefly dozed off during the Ambassador € ™ s initial courtesy call in September, and he seemed distracted and tired during an October 19 event was attended by the Ambassador final note ..)

¶ 4. (C / NF) XXXXXXXXXXXX called Berlusconi overwhelmed with private companies. He noted that Berlusconi has felt alienated from his family since his wife, Veronica Lario, set off a public uproar by publishing an open letter last spring to ask for divorce and accused the PM 74 years of attendance of minors. Lario is reportedly asking for fifty percent of Berlusconi € ™ s personal assets over € 100 million in annual support. At the same time, according to XXXXXXXXXXXX, Berlusconi is afraid he will need to liquidate your business important to make the payment of Euro 750 million ordered by a civil court. XXXXXXXXXXXX added that a survey based Palermo Mafia-XXXXXXXXXXXX involving Berlusconi ally and confidant convicted for ties to organized crime, could become a damaging public spectacle. LEADING A Conspiracy Theories

¶ 5. (C / NF) A number of embassy contacts have described a political environment dominated by conspiracy theories. Following the two judgments of the Court, Berlusconi has accused the President of the Republic of Napolitano work against him emotionally and hurled against the judiciary in general. XXXXXXXXXXXX the ambassador said that Berlusconi's outburst € ™ s had led to â € € œfrostyâ? relations with Napolitano and said the incident did appear weak. Several officials PDL has darkly hinted to us that â € œinstitutional Forces €? are trying to unseat Berlusconi. (Note: political language, € € œinstitutional forces? In Italian can be used to mean one of several armed groups operating and influence behind the scenes, business groups, intelligence services, Freemasonry, the Vatican, the Judiciary, Member U.S., etc.. While the Italians are particularly conspiracy-minded, their paranoia - at least for internal Italian politics go - has historically been based Fine. 003 note). ROME 00,001,187 002.2

¶ 6. (C / NF) XXXXXXXXXXXX confided that Berlusconi believes that the Italian secret services could have been deliberately trapped him in his alleged affair involving a minor. During XXXXXXXXXXXXâ € ™ s conversation with the embassy political officer, Berlusconi called XXXXXXXXXXXX to confide that an arrest was imminent of four Italian Carabinieri believed to have blackmailed the president of the Lazio region with a sex tape. (Note: the governor of the Lazio e transsexual prostitute exploded in the press a couple of days. Tardi End Note story) XXXXXXXXXXXX Embassy official said that this case has convinced that Berlusconi can not trust its intelligence services. Separately, the October 21, Northern League leader Umberto Bossi, Berlusconi commenting € ™ s troubles, the ambassador said that the figures in organized crime was probably the trap Berlusconi on some of the sex scandals, but no one denies that Berlusconi went willingly to the 'bait.

¶ 7. (C / NF) A replica of the Foreign Press Association-induced scandal in the spring and summer, a London Times article accuses the Italian troops in Afghanistan by paying out Taliban insurgents has sparked speculation inside and outside the Government of Indonesia that the U.S. government would have leaked the information to discredit the Berlusconi government. In addition, it is not uncommon these days for politicians PDL to speculate - in the press or directly to the embassy officials - that the new U.S. administration would like the fall of the Berlusconi government, some believe that the U.S. government is actively undermine Berlusconi. The ambassador recently probed XXXXXXXXXXXX and Foreign Minister Franco Frattini to determine whether they shared this belief, both said that they thought Berlusconi € ™ s relationship with the U.S. administration was strong. PALACE INTRIGUE AND

¶ 8. (C / NF) One of Berlusconi € ™ s would-be heirs, President of the Chamber of Deputies Gianfranco Fini, took one of his periodic battles with Berlusconi in September, apparently on euthanasia and living wills, but the real problems were Berlusconi € ™ s leadership style is not within the Democratic Party and the growing importance of the Northern League (LN). More recently, the powerful economy minister, Giulio Tremonti, has openly challenged Berlusconi on tax policy, which leads simultaneously to speak of his possible resignation and the possibility that he was trying to get at the end of Berlusconi. In response to a request by the ambassador, XXXXXXXXXXXX said there was a small, but unlikely, the possibility that the government could fall. XXXXXXXXXXXX Tremonti told us, Fini and the former Interior Minister Giuseppe Pisanu, who are foundations for a post-Berlusconi succession struggle, but I felt the government was stable for the time being. And the decisions IRREGULAR
¶ 9. (C / NF) media tycoon Berlusconi's gaffe-prone may be speaking off the cuff, but historically has proved himself smart messaging strategy. These skills have been absent in a recent incident which resulted in both the criticism and head-scratching by Berlusconi's friend and foe. Before a three-day trip to Russia to celebrate Vladimir Putin € ™ s birthday in mid-October, Berlusconi has put out a line of print that the visit was a â € € affair.â œstrictly private? This ad has been accepted with some disbelief and mockery. Adding to the mystery, however, the day before his departure, Berlusconi canceled his participation in the state visit of Jordana € ™ s King Abdullah of Jordan, who reside in Milan with the explanation that he felt under the weather. Berlusconi, who prides himself on his personal relationships with key stakeholders in the Middle East so, inevitably, has left the impression that the choice of fun govern private well, it was husbanding his energies for a blow-out party flag to Putina € ™ s private dacha. With the additional news that Berlusconi was accompanied on the journey out by Valentino Valentini, the intermediary does not ufficiale / Bagman, che funge da interprete Berlusconiâ € ™ s, Italya € ™ s classe politica apertamente messo in dubbio che Berlusconi stava per Russia principalmente perché il controllo della sua tempo privato da fotografi italiani e stranieri, aveva fatto parte in Italia, troppo rischioso per il momento. ¶ 1. (C / NF) Mr President, his meeting with Italian Prime Minister Silvio Berlusconi arrives at a time when his closest advisers fear Italy is losing credibility and influence in Washington that he enjoyed under the previous U.S. administration. In fact, while Italy is a partner proponent and participant in almost all LED-US security operation in the world after the end of the Cold War, national economic malaise and political weaknesses are diluting its international influence. Italy continues to support our efforts in Afghanistan, Lebanon, Iraq and the Balkans, but his, economic and military institutions, diplomatic, government, and that his predecessors have Berlusconi's hunger for resources, are painfully tight. Berlusconi and his government have tried to compensate Italya € ™ s failure to invest in their instruments of national power, presenting Italy as a broker and partner with the difficult subjects on major international issues. This self-appointed role is sometimes complicated international efforts. Iran, for example, Italya € ™ s role under the previous government in Tehran has given the impression that the international community was divided. More recently, the actions of the Government of India has provided a platform for European Russiaâ € ™ s efforts to challenge the security interests of NATO in Europe. Berlusconi, of course that will present the best hope for moderate Russian behavior and will look for a signal from her that has a mandate to intervene on behalf WESTA € ™ s. Efforts will also use Italya € ™ s Presidency of the G8 to address issues beyond the scope and effectiveness of the organization. We need to discourage both instincts. Italy has an important voice in the euro-Atlantic community, but his efforts have proved to be constructive only if carried out in coordination with the United States and other key allies. Berlusconi the politician -------------------------

¶ 2. (C / NF) Our relationship with Berlusconi is complex. He is vocally pro-American and helped address our interests at many levels in a way and to an extent that the previous government did not or could do, since his return to power last spring, and in its turn previous government. In his first 90 days in office, has approved a controversial U.S. base expansion that had been stopped by bureaucratic inertia and anti-American political opposition; caveat removed on Italian troops in Afghanistan, and allowed us to establish two of the three component commands AFRICOM Italy. At the same time, he criticized Missile Defense, NATO enlargement and support for Kosovoâ € ™ s American independence provocations of Russia. He said Russian PM Putina € ™ s military push into Georgia in August 2008 was necessary to end the bloodshed of innocent people caused by the Georgian President Saakashvili. He shows an arrogant self-assurance born strong and stable political popularity that made him deaf to dissenting opinion. Exercising strict control in his government and party inhibits its staff from giving him the messages off. His unorthodox style of governing, along with his frequent verbal gaffes and scandals, high profile (including public spats with his wife on his alleged womanizing), have caused many, including some within the U.S. government to reject him as a vain inept and ineffective as a leader in modern Europe.

¶ 3. (C / NF), despite its flaws, Berlusconi merely marginalizing important collaboration with a key ally. Berlusconi is one of the European € ™ s most enduring politicians whose popularity in Italy to ensure that influence Italian politics for many years to come. Has stopped the trend of weakness, short-lived Italian governments that has plagued this country since the Second World War. When successfully engaged, has demonstrated its willingness to adopt policies, however unpopular, in line with our own - including support for a greater role for NATO in Afghanistan and Turkey € ™ s EU membership. When ignored, he tries to carve out a visible, international, and Rome 00000649 002.6 of 004 frequently unhelpful role for himself. Dealing with Berlusconi, therefore, requires a careful balance of close coordination with him and his key advisers, to avoid giving the impression of being able to speak in our name, with many of the worldâ € ™ s difficult actors.

¶ 4. (C / NF) Italy carried out the elections for the European Parliament on 6 and 7 June, Berlusconi reiterated € ™ s People of Freedom (PDL) party as Italya € ™ s largest party, reaching 35 per cent, well ahead of the main opposition Democratic Party € ™ s 26 percent. While Berlusconi has a competitive rivalry in the center left, his party lost 40 per cent mark that looked, and seen the growth of xenophobic coalition ally the Northern League (LN). PDL is a personality-driven party, whose members are telling us that ideology is a little over € â € œBerlusconismo.â? The goal of 40 percent can not be attributed to an overly ambitious Berlusconi, as well as the depressing effects of affluence weeks of personal attacks by the center-left in the runup to the election that included allegations of impropriety fiscal and sexual. A lasting result of the elections will be increased competition between PDL and LN, which now dominates Italian politics. LNA € ™ s is tough on security and against illegal immigration have won approval in principle, although Berlusconi has tried to stem the flow of voters coming down to the PDL LN anti-immigrant rhetoric usually favored by the Northern League. Moreover, after this election defeat mild, we can expect Berlusconi to use his White House and its hosting of the G8 meeting to emphasize the Italians the important figure that the cuts on the world stage. Economic crisis ---------------

Italya € ™ s already high level of public debt and debt limits that come with EU membership significantly limit the government € ™ s ability to provide fiscal stimulus to the economy. G8 -

¶ 6. (C / NF) Berlusconi € ™ s suitability for its G8 presidency has been characterized by a proliferation of ministers and sub-ministerial meetings coupled with a last minute change of venue of the summit from Sardinia to the earthquake-affected city of La € ™ Aquila who also had his sherpa by surprise. He and his government tend to view Italya € ™ s G8 year as an opportunity to ingratiate G8 outsiders such as Egypt, Spain, and Libya and as a tool to address the problems worldâ € ™ s. However, his desire to prevent the G8 to take a back seat to the G20 on his watch led an ambitious program that can provide useful contributions on climate change, Africa, development and food security. He will be looking forward to working with you to build a legacy of the G8 that will provide the Italian label. The meeting of the Major Economies Forum at the G8 summit, which will include leaders of the 17-plus countries that emit more than 80 percent of global emissions, will be an important opportunity to mobilize a high level of consensus in the period before the United Nations December climate talks in Copenhagen. The detainees in Guantanamo --------------------

¶ 7. (C / NF) Berlusconi welcomed the decision to close Guantanamo, and has publicly and repeatedly stressed Italya € ™ s willingness to support the movement by taking prisoners. FM Frattini said recently to AG Holder Italian officials have made efforts within the EU to negotiate a Rome 00000649 003.6 of 004 EU common framework that will open the door to individual country agreements with the United States while the junior partner in Berlusconi € ™ s coalition is opposed to taking any prisoners, Berlusconi has made clear that he sees this as a moral commitment to support the Member United Russia ------

¶ 8. (C / NF) The dependence on Russian energy, often non-transparent and lucrative commercial relations between Italy and Russia, and a close personal relationship between Putin and Berlusconi have distorted the PMA € ™ s view, to the point that I believe many of ' friction between the West and Russia was caused by the U.S. and NATO. Berlusconi believes that, as mediator, able to restore a spirit of dialogue and cooperation between Europe, the United States and Russia, but largely Russiaâ € ™ s terms, by postponing indefinitely NATO € ™ s awareness to Ukraine and Georgia, diluting the EUA € ™ s efforts to promote democracy in Belarus, OSCE and undermining € ™ s important role in promoting human and democratic values throughout Europe. Berlusconi has publicly offered to mediate the relationship with Russian President Medvedev and hopefully that will give a signal, however small, that has your blessing to do so. Instead, you can let them know that we believe that the security issues affecting the transatlantic community should be addressed by the Alliance as a whole, and that the U.S. is not willing to sacrifice values in exchange for short-term stability, based on Russian promises of good behavior. And we react - and expect others who share these values to do so as well - when Russia crosses a red line, for example, to threaten the sovereignty of neighboring states. Energy ------

¶ 9. (C / NF) Berlusconi € ™ s close personal ties with Putin and businesses very strong links between ENI and the Italian energy parastatal Russiaâ € ™ s Gazprom often put Italy exactly at odds with efforts to reduce the USG € ™ s European dependence on Russian energy. For example, the Italian Government is deeply ambivalent about the energy projects that could help Europe diversify its energy imports, while at the same time is supportive of other projects that would increase European € ™ s dependence on Russian energy. ENI, 30 percent owned by the Italian government, often dictates energy policy GOI and uses its influence through the Indian government plans to block EU energy market liberalization. Italy is taking some measures, however, in the right direction by supporting energy projects that will diversify its energy sources. It would be helpful if you could raise with Berlusconi's long-standing USG concerns about European energy security, emphasizing that the increasing flow of Russian gas in Ukraine is around the same as a policy of looking for a true diversity of sources energy pathways and technologies.

¶ 10. (C) The Berlusconi government is pursuing plans to bring back nuclear power in Italy. Based on U.S. companies GE and Westinghouse face strong competition from foreign rivals, especially France, whose governments are strongly pressure the Indian government. A word to Berlusconi that the United States expects that this is a transparent and fair competition is essential if U.S. companies must have a good chance to bid for Italian nuclear energy projects. Iran ----

¶ 11. (C / NF) With Italy frustrated by his exclusion from the negotiating circle-plus-1 P5, Berlusconi will highlight Italya € ™ s role as aspiring interlocutore tra l'Occidente, Israele e Iran, affermando ottimi rapporti con tutte le parti coinvolte .

Come l'attuale presidente dell'Unione Africa, Gaddafi will be at the G8 summit in La € ™ Aquila and expect Berlusconi can lobby to meet the Libyan leader during your visit. A partner in security ---------------------

¶ 13. (C / NF) Berlusconi has maintained a significant military commitment in Afghanistan (2,600 soldiers, mostly in Italy € ™ s Regional Command-West) but dropped from fourth to sixth largest contributor to ISAF, as in other countries such as France and Canada have increased their troop levels. A Stasbourg-Kehl, his government is committed to cover modest increases security of the elections, if made permanent, would put Italy back on the highest part of taxpayers ISAF. He also supported the creation of the NATO Training Mission in Afghanistan, doubling the number of police instructors at more than 100 police officers. Italy was a collaborator anemic international aid in Afghanistan and Pakistan and has cut foreign assistance of over 60 percent in this budget year € ™ s. However, Berlusconi knows that this is a priority for the United States and is likely to respond positively if you press him to do more in the region.

U.S. facilities in Italy provide unparalleled freedom of action and are fundamental to our ability to project stability in the Mediterranean, Middle East and North Africa. We have 15 000 U.S. military bases in six Italian cases and they host some of our most advanced capabilities deployed outside U.S. bases and our operations outside Italy are not uniformly distributed, but PM Berlusconi, this government as in his last, he made preserving this relationship of safety a priority, and the Indian government has consistently come on top of our requests, despite the domestic political risks. Italian institutions are violating the Constitution by bringing the war around the world euphemistically called "peace mission" and slaughtering the people!
Who will pay for the crimes against humanity committed by Italy?
After the Fascist period that ended in Piazzale Loreto, the two decades is Berlusconi.
How will end?
Lately his escape route to Libya, as did Craxi to Tunisia, it seems a bit 'in difficulty.
Yet, the greater the disaster made by Silvio Berlusconi, the most dramatic is the situation with which Italy will get rid of him return to constitutional legality.
